Executive Vice President
Scott Burka is the Executive Vice President of EJF Real Estate and oversees all day to day operations of the EJF Community Association division.

He has extensive knowledge and professional experience that spans over 25 years in the industry including running his own management company, serving on the industry legislative action committee (currently co-chair), and as a volunteer course instructor for board members and managers. He holds multiple licenses and professional designations including the Certified Manager of Community Associations (CMCA) designation, the Association Management Specialist (AMS) designation and the Professional Community Association Manager (PCAM) designation. He is a licensed DC Real Estate Broker, VA Real Estate Salesperson and holds a VA Common Interest Community Supervisory Employee license.

Scott obtained a B.A in Economics from Brandeis University, worked in the banking industry and then owned/managed Delbe Management for twenty-five years before joining EJF in early 2018.

Scott spends his leisure time skiing, running, serving as an Arlington County foster parent, a Boy Scout leader, board member for a DC-based affordable housing non-profit and as a board member of his synagogue.

David Stivaletta is EJF’s Chief Financial Officer, he was born into and breathes real estate accounting. He is a certificate in CPA, and he is a recipient of the Eagle Scout Award.

David has spent his entire career holding various positions with teams of different real estate companies in the United States.

He is a typical leader by example as he is hugely passionate about encouraging others to become a better version of themselves whether personally or professionally.

He’s a first-class accounting expert with a series of work experience and professional accomplishment to his name.

David began his career as an auditor in Baltimore before moving to Washington DC in 1998 where he worked with organizations such as Marriott Corporate, Clark Enterprises, Capitol Senior Housing before he joined EJF Real Estate as the CFO.

He so much enjoys supervising house renovation projects. However, you can count him out when it comes to hammering nails.

David is tasked with planning, organizing, directing and controlling the entire finance process of EJF to generate reliable information upon which the organization goals are founded.

Jennifer Oberg

Director of Association Management
Jennifer Oberg is the Director of Association Management at EJF Real Estate with over 14 years of actively working in the industry.

Jennifer obtained a B.Sc in Environmental Science and Government Policy from the University of Maryland.

As an executive with critical roles in EJF, Jennifer is passionate about developing and enhancing the strong relationship with the clients, and she is always seeking innovative ways to improve the service rendered to customers without necessarily incurring an additional cost of operation.

Her role as the Director of Association Management includes engagement with every affair related to the board, overseeing property managers while providing professional guidance to handling issues. She is also tasked with the implementation of policies and procedure development.

Jennifer is highly skilled at managing all types of projects, both large and small whether at work or home.

LoreTom Zorc is a third generation Washingtonian with over 20 years of actively participating in real estate management. He started his career working for many construction companies as an on-site supervisor with the completion of several large custom homes and scale commercial and residential projects in his portfolio.

Tom has a solid background, thanks to his acquisition of a degree in Law from the University Columbus School of Law with multiple work experiences in the legal field as the school’s legal clinic service provider serving low-income earners and the elderly residents of DC.

His many years in construction, sales, and property management allow him to bring a unique and experienced perspective to every aspect of the transaction with his legal education aiding him to navigate the increasingly complex regulatory environment of today’s real estate world.

Presently, Tom holds the position of the Director of Sales for EJF Real Estate.
