EJF Real Estate Services is the premier provider of community association management in Washington DC, Maryland, and Virginia.
From our humble beginnings as a small, family-run business, we learned to focus on the customer first. We understand the value of your time and the importance of your investment, and we work hard across the entire organization to provide the service you deserve. Our integrated management system allows us to offer the resources and expertise of the large national companies, while our local roots keep us grounded in the success of your community. Through proactive communication, strong financial reporting, and ongoing education of our clients and our team, EJF continues to lead the way for condominiums, cooperatives, and homeowner associations throughout the region.

At EJF, our principals and employees hold multiple brokers, salesperson, and property manager licenses. We have been a proud member of Community Associations Institute (CAI) for more than 25 years, and almost all our managers maintain professional CAI designations, including:
- Certified Manager of Community Associations (CMCA)
- Association Management Specialist (AMS)
- Professional Community Association Manager (PCAM)
EJF proudly holds CAI's Accredited Association Management Company (AAMC) designation, one of only approximately 350 companies worldwide to have received this accreditation.
Our History
EJF Real Estate Services traces its origins to the 1920s, when Edmund J. Flynn introduced the concept of housing cooperatives to Washington, DC. The Edmund J. Flynn Company was the pioneering force behind a great number of the area's premiere cooperative and condominium associations and was directly involved in the development or conversion of many of the district's finest buildings.
In 1996, the real estate and property management departments of the Edmund J. Flynn Company branched off to form a separate company. Choosing to honor this connection, the new business became EJF Real Estate Services. The lasting legacy of real estate expertise, personalized service, and ethical business practices lives on today through the hard work of EJF's dedicated team.
Our Team
Peter Greeves
Co-founder & CEO
Peter Greeves is the Co-founder and CEO of EJF Real Estate Services. Peter began his real estate career at age 19 working fulltime for the Edmund J. Flynn Company and being a full-time student at the University of Maryland where he received a degree in Economics. Peter is a licensed real estate broker in DC and MD. Peter, together with his brother, Matthew, founded EJF Real Estate Services in 1996.
Matthew Greeves
Co-founder & Principal
Matthew Greeves is the Co-founder and Principal of EJF Real Estate Services, EJF Maintenance Service, EJF Staffing and EJF Rentals. He began his career in 1991 as a general contractor and real estate agent, obtaining a degree in Business Management from West Virginia University. Matthew is a licensed real estate broker in DC and VA, also possessing a general contracting license in DC.
Scott Burka
President
Scott Burka is the President of EJF Real Estate and oversees all day-to-day operations of EJF Real Estate Services.
He has extensive knowledge and professional experience that spans over 30 years in the industry including running his own management company, serving on the industry legislative action committee, and as a volunteer course instructor for board members and managers. He holds multiple licenses and professional designations including the Certified Manager of Community Associations (CMCA) designation, the Association Management Specialist (AMS) designation and the Professional Community Association Manager (PCAM) designation. He is a licensed DC Real Estate Broker, VA Real Estate Salesperson and holds a VA Common Interest Community Supervisory Employee license.
Scott obtained a B.A in Economics from Brandeis University, and spends his leisure time skiing, running, serving as an Arlington County foster parent, and serving on several Boards.
Sam LeBlanc
CFO
Sam Le Blanc started his real estate career in college when he pursued courses at Georgetown University and obtained his first real estate license in 1984. He returned to his hometown of New Orleans to build a portfolio by purchasing, renovating, and leasing properties. He went on to add other services such as property tax representation and utility bill auditing. He returned to Washington, DC in 1993 and began pursuing a series of entrepreneurial startups and acquisitions. In 2006, he returned full-time to real estate and began managing HOA properties. In 2011, he opened his own company, which he sold in 2018 to EJF. In 2021, he became the CFO of EJF.
Aaron Mindel
COO
Aaron Mindel has ultimate oversight of all operational aspects of EJF's community and site managers. Prior to joining, EJF, Aaron was responsible for the day-to-day operation of his family-owned property management firm which served the needs of metro area condominiums and co-operatives for nearly forty years.
Since 1992, he has been managing, working with, or consulting to non-profits, trade groups, and condominium associations. His career has been devoted to assisting boards and association members with identifying the near and long-term issues affecting their organizations in order to identify day-to-day, as well as strategic, plans for enhancing operations. He has been the executive director for organizations in a wide array of fields, ranging from finance to manufacturing to indoor air quality.
Aaron is a licensed real estate broker in DC and holds a Certified Manager of Community Associations (CMCA) designation. He is a graduate of Franklin & Marshall College with a BA in Government
Don Plank
Director of Acquisitions & Business Development
Don joined the EJF team in late 2023 and leads the acquisition and business development efforts for the company. Don has worked in the community association management industry since 2005, first as a community manager and then as VP of Association Banking at National Cooperative Bank where he led business development efforts throughout DC, Maryland, and Virginia. He is active in multiple CAI chapters with various committee roles and is a proud holder of CAI’s PCAM® designation.
Don has a wide variety of interests from reading and traveling to driving a tractor whenever possible back on the family farm in Ohio. Don graduated with a B.S. in Agriculture from The Ohio State University and earned a Master of Education in Special Education from Vanderbilt University. Don currently serves as a board member of Whitman Walker, a community-based health organization serving the DC Metro region.
Sanjay Suri
Director of Business Development, Central VA
Sanjay is a senior portfolio manager and VP of Business Development in Central Virginia. He has over 10 years’ experience in the industry, previously working for a large national company and holds his PCAM designation. He holds a degree in Economics from the University of Delhi and has a master’s degree in Hospitality Management from the Hilton School at the University of Houston, followed by a MBA. He speaks fluent German, Urdu, Hindi and Punjabi and holds a North Carolina general contractor’s license.
Mira Brown
Director of Internal Operations
Mira Brown serves as the Director of Internal Operations at EJF Real Estate and has worked in Community Association Management for over 20 years, since graduating from Virginia Tech in 2000 with a degree in History. She manages a team of Community Association Managers for EJF as well as handling compliance and IT matters. She is the proud holder of CAI’s PCAM® designation and is an active participant in the Washington Metro Chapter of Community Associations Institute serving on committees and teaching programs.
Devon Cleveland
Director of Accounting
Devon joined EJF in 2021 as Assistant Controller and was promoted to Director of Accounting in 2022. She has nearly 20 years of experience in the real estate accounting space, including community home building, custom home building, and multifamily management, having worked at some of the largest companies in the DMV region. At EJF, Devon leans on that experience to assist Community Managers with understanding their association’s financials while ensuring accurate financials are delivered each month.
Devon earned a bachelor’s degree from the University of Maryland. She is currently pursuing her master’s degree with the intention to sit for her CPA.
Dominique Huertas, MSHR, PHR
Director of Human Resources
Prior to joining EJF in 2022, Dominique had a decade long progressive career in Human Resources that began in the retail industry as an HR Generalist with a strong focus on recruitment and employee engagement initiatives. As her career developed, she took on roles in the non-profit and government industries, focusing on compliance, policies and procedures, benefits administration, and employee relations. Over her career, she has provided coaching and developmental feedback to both people managers and executive leaders which has allowed her to form impactful relationships that help organizations succeed.
Dominique earned a Master of Science in Human Resources from Scranton University and holds her PHR certification from HRCI.
Jennifer Oberg
Director of Client Success
Jennifer Oberg is the Director of Client Success at EJF Real Estate with over 14 years of actively working in the industry. As an executive with critical roles in EJF, Jennifer is passionate about developing and enhancing the strong relationship with the clients, and she is always seeking innovative ways to improve the service rendered to customers without incurring an additional cost of operation.
Her team is the direct point of contact from before the onboarding process starts to ensuring ongoing Board and resident satisfaction.
Jennifer obtained a B.S. in Environmental Science and Government Policy from the University of Maryland.
Lisa Coffey
Director of Association Outreach
Lisa joined EJF in 2023 as Director of Association Outreach after serving as the Senior Accounting Manager for another locally owned management company. She provides guidance and financial support to our Property Management team and to the Boards we serve.
Before working in the community management industry, Lisa studied Accounting and Finance at Boston University’s Metropolitan College and had a successful 25-year track record of developing strategies, implementing plans and leading teams to success in introducing novel medical technologies to the US market.
Sarah Keller
Director of Community Managers
Sarah joined EJF in 2022 as a senior community manager quickly rising to team leader and now Director of Community Association Managers overseeing nearly 60 people. She brings over 12 years of experience in the community management industry holding other previous manager and leadership roles with other DC firms.
Sarah holds a BFA in photography as well as her CMCA and AMS professional designations. Beyond her professional endeavors, she finds solace and inspiration in artistic pursuits, indulging in board games and painting during her leisure hours.
Andrew Salas
Director of Special Projects
Andrew Salas is the Director of Financial Projects for EJF Real Estate. Prior to this role, Andrew served as Chief Financial Officer for EJF for 11 years, from 2008 to 2019, when he retired. He rejoined the EJF team in late 2022.
In his current role as the Director of Financial projects, Andrew is responsible for Association budgets, taxes, and audits, as well as other financial projects. His knowledge in accounting and finance as well as real estate management procedures are essential in his successes at EJF. Andrew effectively and efficiently relays financial information to Association board members and homeowners while developing systems to manage the ongoing growth of the company. He leads a team of very dedicated accountants and administrative staff that help with these processes.
Andrew holds dual bachelor’s degrees in business administration and computer science from St. Ambrose University and an MBA from The University of Texas at San Antonio. Andrew obtained his DC Real Estate license in 2008.
