EJF Real Estate Services is the premier provider of community association management in Washington DC, Maryland, and Virginia.
From our humble beginnings as a small, family-run business, we learned to focus on the customer first. We understand the value of your time and the importance of your investment, and we work hard across the entire organization to provide the service you deserve. Our integrated management system allows us to offer the resources and expertise of the large national companies, while our local roots keep us grounded in the success of your community. Through proactive communication, strong financial reporting, and ongoing education of our clients and our team, EJF continues to lead the way for condominiums, cooperatives, and homeowner associations throughout the region.

At EJF, our principals and employees hold multiple brokers, salesperson, and property manager licenses. We have been a proud member of Community Associations Institute (CAI) for more than 25 years, and almost all our managers maintain professional CAI designations, including:

- Professional Community Association Manager (PCAM)
EJF proudly holds CAI's Accredited Association Management Company (AAMC) designation, one of only approximately 350 companies worldwide to have received this accreditation.
Our History
EJF Real Estate Services traces its origins to the 1920s, when Edmund J. Flynn introduced the concept of housing cooperatives to Washington, DC. The Edmund J. Flynn Company was the pioneering force behind a great number of the area's premiere cooperative and condominium associations and was directly involved in the development or conversion of many of the district's finest buildings.
In 1996, the real estate and property management departments of the Edmund J. Flynn Company branched off to form a separate company. Choosing to honor this connection, the new business became EJF Real Estate Services. The lasting legacy of real estate expertise, personalized service, and ethical business practices lives on today through the hard work of EJF's dedicated team.
Our Team

Peter Greeves
Co-founder & CEO
Peter Greeves co-founded EJF Real Estate Services in 1996 with his brother Matthew after beginning his real estate career at age 19 with the Edmund J. Flynn Company. Over the past three decades, Peter has helped grow EJF from a local real estate firm into a regional property management company serving communities across Washington, DC, Maryland, Virginia, Hampton Roads, Loudoun County, and Central Virginia. As CEO, Peter leads the company’s strategic direction, growth initiatives, acquisitions, and ongoing investment in technology and operational excellence. His focus is on building scalable systems, developing strong teams, and creating a better management experience for the communities EJF serves. Peter believes the future of community association management will be defined by companies that combine experienced professionals with smarter technology. Artificial intelligence and automation will not replace the relationships at the heart of great management — they will give managers better tools, faster access to information, and more time to focus on solving problems and supporting boards and homeowners. Matthew Greeves
Co-founder & Principal
Matthew Greeves co-founded EJF Real Estate Services in 1996 and has grown the organization into a multi-company enterprise spanning community management, maintenance, staffing, and property services. A second-generation real estate professional, Matthew inherited from his uncle, Bill Karas, a foundational belief that people come first — a principle that has shaped EJF's culture from the ground up. With roots in general contracting and more than three decades in real estate, Matthew brings a builder's eye for detail and a principal's commitment to the long-term health of every community EJF serves. Scott Burka - CMCA, AMS, PCAM
President
Scott Burka serves as President of EJF Real Estate Services, overseeing all day-to-day operations across the firm's four regional offices. With more than 30 years in the community association management industry, Scott has held senior leadership roles including running his own management company before joining EJF. He has served as co-chair of the DC legislative action committee, as Treasurer of the DC CAI Chapter and regularly writes for and presents on issues in the industry. Scott is also on the Board and currently president of ACAM-CEO, a national industry thought leader group. Scott holds the Certified Manager of Community Associations (CMCA), the Association Management Specialist (AMS), and the Professional Community Association Manager (PCAM) designations through the Community Associations Institute. He earned a BA in Economics from Brandeis University. Credentials: CMCA (Certified Manager of Community Associations) | AMS (Association Management Specialist) | PCAM (Professional Community Association Manager) | DC Real Estate Broker License | VA Real Estate Salesperson License | VA Common Interest Community Supervisory Employee License. Sam LeBlanc
CFO
Sam LeBlanc brings decades of real estate and financial management experience to his role as CFO of EJF Real Estate Services. He began his real estate career in 1984, building an investment portfolio and expanding into property tax representation and utility bill auditing before returning to Washington DC in 1993. In 2011 he founded his own management company, which he sold to EJF in 2018, and stepped into the CFO role in 2021, overseeing the financial operations of one of the Washington area's largest community association management firms.

Aaron Mindel – CMCA
COO
Aaron Mindel serves as COO of EJF Real Estate Services, bringing more than 30 years of management experience across non-profit, trade association, and community association sectors. He has served as executive director for organizations spanning finance, manufacturing, and indoor air quality, and has been involved in community association management since 1992. Aaron holds a DC Real Estate Broker license and the Certified Manager of Community Associations (CMCA) designation. He earned a BA in Government from Franklin and Marshall College. Credentials: CMCA (Certified Manager of Community Associations) | DC Real Estate Broker License. Mira Brown – CMCA, PCAM

Melissa Bagherian is Director of Business Development at EJF Real Estate Services, leading the firm's growth strategy, marketing initiatives, and client relationships. She brings more than 20 years of experience in business development, strategic operations, marketing, and executive consulting. A Certified Business Coach (CBC-SC), Melissa takes a relationship-driven, consultative approach to helping community associations identify solutions that support their unique goals and create long-term value. She believes successful business development starts with listening and that EJF's collaborative culture, operational expertise, and commitment to exceptional service are what differentiate the firm. Melissa holds an MBA from the University of Maryland Robert H. Smith School of Business and a BBA in Entrepreneurial and Small Business Operations from the University of Maryland. Devon Cleveland
Director of Accounting
Devon Cleveland is Director of Accounting at EJF Real Estate Services, overseeing the firm's financial reporting and accounting operations. She brings nearly 20 years of real estate accounting experience across community home building, custom home building, and multifamily management, including roles with some of the largest companies in the DMV region. Dominique Huertas, MSHR, PHR
Vice President of Human Resources
Dominique Huertas is the Director of Human Resources at EJF Real Estate Services, where she leads enterprise-wide people strategy and human resources operations across a multi-state, multi-company workforce. With more than a decade of experience, she specializes in employee engagement, compliance, benefits administration, employee relations, and talent strategy. Dominique brings extensive leadership experience across government contracting, nonprofit, hospitality, and private-sector organizations, helping teams navigate growth, strengthen culture, and drive strategic workforce initiatives. Jennifer Oberg
Vice President of Client Success
Jennifer Oberg is Vice President of Client Care at EJF Real Estate Services, leading the team responsible for board and resident relationships across the firm's managed communities. With over 14 years of industry experience, Jennifer and her team serve as the primary point of contact from the onboarding process through ongoing community satisfaction. She holds a BS in Environmental Science and Government Policy from the University of Maryland. Lisa Coffey
Director of Community Finance
Lisa Coffey is Director of Community Finance at EJF Real Estate Services, guiding associations on financial planning, reporting, and long-term budget strategy. Before moving into community management, Lisa spent 25 years in the medical technology industry, developing expertise in bringing complex financial and operational systems to new markets. She previously served as Senior Accounting Manager for a locally owned management company. Lisa studied Accounting and Finance at Boston University's Metropolitan College. Sarah Keller – CMCA, AMS
Director of Community Management
Sarah Keller is Director of Community Management at EJF Real Estate Services, leading the firm's community management operations across all four regional markets. With over 14 years of experience in community association management, she has held manager and leadership roles at other DC-area firms. Sarah holds the Certified Manager of Community Associations (CMCA) and Association Management Specialist (AMS) designations, and a BFA in Photography. Andrew Salas
Director of Special Projects
Andrew Salas is Director of Special Projects at EJF Real Estate Services, overseeing association budgets, taxes, audits, and complex financial projects across the portfolio. Andrew served as CFO of EJF from 2008 to 2019 before retiring, then returned in late 2022, bringing a comprehensive understanding of the firm's financial history and operational structure that spans both tenures. He holds a BS in Business Administration and a BS in Computer Science from St. Ambrose University, an MBA from the University of Texas at San Antonio, and a DC Real Estate license. Sarah Steel
Director of Project Administration, CapEx, & Loss/Claims
Sarah Steel is Director of Project Administration, CapEx, and Loss/Claims at EJF Real Estate Services, leading the team responsible for capital improvement initiatives and master policy insurance claims across the firm's property portfolio. Before joining EJF, Sarah founded Steel Management Group in 2010, specializing in capital project oversight for multifamily properties and retail, restaurant, and specialty-use build-outs. She brings more than 30 years of expertise in project management and construction. Sarah holds a Master of Science in Construction Management from Georgetown University and a dual undergraduate degree in Art History and Business Administration from Seton Hill University.
